According to the National Environmental Policy Act (NEPA), whenever the U.S. Federal Government takes a “major Federal action significantly affecting the quality of the human environment”, it must first consider the environmental impact in a complex document called an Environmental Impact Statement (EIS). The purpose is to promote excellent decision-making by federal agencies by providing detailed information to both agency leaders and the public. The Process involves the public and gathers the best information in a single place so decision-makers will be fully informed when they make their choices. Some state governments also impose EIS requirements for particular state actions.
If significant environmental impacts are not likely, a smaller, shorter, document called an environmental assessment (EA) is appropriate.
